Victor Hoskins is President and CEO of the Fairfax County (Va.) Economic Development Authority (FCEDA). He is an MIT-trained urban planner and Real Estate Executive currently overseeing the growth of the largest economy in Virginia with a GDP over $177 billion. Having worked in the public and private sectors, his career has taken him from Wall Street to Main Street, and he has expanded economies from Los Angeles/Long Beach to the Mid-Atlantic region.
At FCEDA, Mr. Hoskins has led a team that has secured more than $5 billion in capital investment across 907 deals, working with companies that have announced the creation of more than 67,000 jobs, over 11 million square feet of commercial office space, more than 4.3 million square feet of data center space, and more than $6.5 billion in earned media. Working with the FCEDA office in Los Angeles and its international offices in Seoul, London, Berlin, and Bangalore/Mumbai, the Hoskins saw momentous growth in connecting Fairfax County with global companies and supporting their expansion into the region.
Companies that have announced new locations or expansion in Fairfax County under Mr. Hoskins’ leadership include Microsoft, Google, Meta, Amazon Web Services, Volkswagen Group of America, Amentum, Guidehouse, Starkist, Qualtrics, Alarm.com, Hilton, Clark Construction, Blue Origin, V2X and The Aerospace Corporation.
Prior, Mr. Hoskins spearheaded economic development for Arlington and brought Amazon HQ2 to Northern Virginia, attracting $4 billion in private capital investment and 37,500 new jobs. Mr. Hoskins also collaborated with the Virginia Economic Development Partnership to implement a $1.5 billion Tech Talent Pipeline program that has resulted in the creation of two tech innovation campuses. As Deputy Mayor of the District of Columbia, Mr. Hoskins’ team transformed Washington with projects such as City Center, the Wharf and Union Market. He has held executive leadership positions in real estate in both the public and private sectors.
He currently serves as Chair of Connected DMV and the Capital Area Food Bank and serves on multiple boards, including Northern Virginia Economic Development Alliance, and Virginia State Chamber of Commerce. He received the Presidential Lifetime Achievement Award in 2023, the Southern Business Economic Development Hall of Fame in 2025 and is frequently chosen for lists of the most influential business leaders in Virginia and the Greater Washington area.
Mr. Hoskins has spoken at leading universities and global forums, including the Massachusetts Institute of Technology (MIT), and has engaged audiences at institutions such as the University of Michigan’s Ross School of Business and Georgetown University. Hoskins is a frequent speaker at major international conferences and has helped convene global events such as the Quantum World Congress and spaceNEXT, attracting participants from more than 30 countries. His speaking engagements span North America, Europe, and Asia. His insights have appeared in The New York Times, The Wall Street Journal, Forbes, NPR, Handelsblatt, and others.
Mr. Hoskins holds an Honors undergraduate degree from Dartmouth College, a Master of City Planning from MIT, and has completed executive coursework at Harvard Kennedy School.
